351.16 SNOW EMERGENCY PARKING REGULATIONS.
   (a)   Whenever, during any period of twenty-four hours or less, snow falls upon the streets of the Municipality to a depth of two inches or more, an emergency is hereby declared to exist for reason that it constitutes a serious public hazard and impairs transportation.
 
   (b)   During such an emergency it shall be unlawful for any person to park, cause or permit to be parked, permit to remain parked, or abandon or leave unattended a vehicle of any type or description upon any of the streets of the Municipality for a period of not longer than three minutes for the actual loading or unloading of passengers, and not longer than fifteen minutes for the actual loading or unloading of property. Such an emergency shall continue to exist until the streets have been cleared of snow.

   (c)   In addition to any criminal penalties, if an owner or operator of a vehicle fails to comply with the requirements of this section, the vehicle may be removed from the street at the owner’s expense.
