No person shall conduct or hold an outdoor amusement event within the corporate limits of the city without first obtaining a license from the city. The license shall expire at the conclusion of the event. A condition of the license shall be that the licensee shall conduct the outdoor amusement event in strict compliance with all of ordinances and regulations of the city. In determining whether a license should be granted, the city will consider traffic congestion, parking, environmental concerns, impact of the event upon the neighboring area, and the health, safety and welfare of the residents of the city.
