Board members shall draft such operating rules and regulations as are necessary and expedient for the proper operation and management of said depot, its related properties and facilities, and shall propose alterations, changes or amendments to such rules and regulations to the City Commission for adopting; provided, that regulations established by resolution or ordinance may only be amended by resolution or ordinance. Five (5) voting members shall constitute a quorum. (2007 Code § 1-39)
