9-6-10: EXCEPTIONS:
The provisions of this chapter do not apply to cleanings from toilets or privies, as it is unlawful to maintain in the City any such facilities, other than water toilets connected with the sanitary sewer and pit type, flyproof, sanitary toilets constructed in a manner approved by the State Department of Health. (2007 Code § 16-84)
