From premises occupied by him, any person has the right to remove stable manure or other refuse having a value as fertilizer or otherwise, provided he removes the same in a vehicle with a bed or box sufficiently tight to prevent spillage in hauling, and provided he causes the same to be hauled away before it becomes a nuisance.
