9-6-5: FEES:
   A.   Monthly Charges: To provide a fund to pay the expense of such garbage collection and disposal, there is hereby levied for the City a monthly charge or fee for garbage removal and disposition. Such charge or fee is levied against the occupant of each and every residential premises and each and every business premises in the City, and shall be in such sum or sums as the City Commission may fix from time to time, by resolution. Different rates or charges may be made against different classes of businesses, having regard for the fact that garbage collections may be required more often from certain classes of businesses. All such fees and charges shall be paid to the City Clerk, and by him paid over to the City Treasurer, to be held in a separate fund for paying the expenses of garbage collection.
   B.   Charges Added To Water Bill: The amount of such charge shall be billed periodically to the person owing the same, and shall be added to the water bill, if any, owing by such person to the City.
   C.   Failure To Pay Bill; Water Service Discontinued: In case of the failure of such person to pay the same in full within ten (10) days after the bill for the same has been mailed by the City Clerk, the City's water services to such premises shall be discontinued until it is paid in full; such person shall also be civilly liable to the City for such sum.
