Any person contracting with the City for the removal and disposal of garbage and other refuse shall:
A. Collection And Disposal Of Garbage: Visit each and every premises in the City periodically, and as often as the City Commission may provide, and haul away all garbage, trash, refuse, small dead animals, rubbish and waste material to the dumping ground provided for by the City. He shall there burn, or bury to a sufficient depth, the carcasses of dead animals, and shall burn all dry waste and rubbish, keeping the dumping ground in as orderly condition as possible;
B. Business Premises: Business premises in the City shall be visited by such contractor for the collection of garbage and waste as often as may be required by the City Commission, having regard for the fact that collections from such premises may be required more often than from residential premises; the commission may require more frequent garbage collections from certain classes of businesses than from business premises in general, recognizing that some classes of businesses accumulate garbage and waste material faster, and of a kind to more quickly become a nuisance;
C. Cleaning Waste From Streets And Public Places: Clean rubbish and waste material from the streets, alleys and other public places in the City, haul the same to the City dumping grounds, and there dispose of same in a proper manner, periodically as may be required by the Board;
D. Vehicles Used For Hauling; Prevent Leakage: Provide for the hauling of garbage and waste material to the dumping ground in trucks or vehicles with beds, boxes or containers sufficiently tight to prevent spillage in hauling, with containers sufficiently tight to prevent leakage of wet garbage, and covered when necessary to prevent waste from blowing from the vehicle; and
E. City Authority To Terminate Contract: Conduct, in general, the work of collecting and disposing of garbage and all other waste material in a manner satisfactory to the City Commission. Whenever it deems it advisable, the City Commission may terminate at once any contract it has with any person for garbage collection and disposal, without assigning any reason therefor.
