9-2-7: EXTENDING SERVICE; PAYMENT OF BILLS; CUTOFFS:
   A.   A person owing delinquent Municipal utility bills or other charges in connection with any Municipal Utility System shall not be extended additional services until such bills and charges have been paid.
   B.   Utilities may be cut off and service discontinued for any of the following reasons:
      1.   Violation of any ordinance provision relating to any Municipal Utility or Service System, or violation of any ordinance provision or any provision of a code adopted by reference, relating to water and sanitary plumbing or electrical installations, as the case may be; or
      2.   Failure to pay a utility bill or other proper charge made in connection with the Municipal Utility System by the time specified by ordinance.
   C.   A particular service may be cut off for any act or omission in regard to the abuse of another Municipal System or service, which jeopardizes the public health or safety, creates a public nuisance, or interferes with the rights of others.
   D.   The City reserves the right to cut off or reduce any utility or service to any customer when necessary to conserve water, to protect life or property, or to repair or improve the Municipal Utility System.
   E.   Any service turned off for violation of any rules, requirements, or non-payment and upon later inspection shows the meter has been turned on, or additional usage on the meter, shall, in the discretion of the City, cause the meter to be removed, and service will not be restored to any person except upon payment of all other charges and rents set at the bulk rate billed to the customer's utility bill, plus a meter removal fee in the amount provided in the city fee schedule.
   F.   Any customer may appeal a "shut off notice" within five days of receipt of notice to the city manager. (2007 Code § 16-181; amd. Ord. 02162023-02, 2-16-2023)
