8-2-2: LIBRARY BOARD; MEMBERSHIP:
   A.   Appointment; Qualifications; Compensation: The said library shall be governed by a Library Board of five (5) members. They shall be appointed by the Mayor of the City, with the approval of the Board of City Commissioners. Appointments to the Library Board shall be made on the basis of ability, understanding of responsibilities and objectives of public libraries, and an active interest in the attainment of these goals. All Library Board members shall serve thereon without compensation.
   B.   Terms: Terms of office of the members of the Library Board shall be as follows: initial appointments shall be one member for a one-year term, two (2) members for 2-year terms, and two (2) members for 3-year terms; the designation of the length of term of each member so appointed to be specified in the appointment. Subsequent appointments shall be for 3-year terms, except that appointments to fill a vacancy shall be for the remainder of the unexpired term. All terms of initial and succeeding appointments shall expire on June 30 of the designated year.
   C.   Removal: Any member of the board may be removed by the Mayor, acting in conjunction with the Board of City Commissioners, for misconduct, malfeasance, failure to attend meetings of the Library Board, or other neglect of duty.
   D.   Officers; Meetings; Rules:
      1.   Immediately after the initial appointments, and thereafter in July of each year, the board members shall meet and elect one of their number as Chairman for one year, and choose such other officers as they deem necessary.
      2.   They may provide for regular meetings and for the calling of any special meetings; and they may adopt such rules and regulations for their own procedures and for the government and operations of the library, as they deem expedient, and not inconsistent with the ordinances of the City, or the laws of the State of Oklahoma.
