The head of each department of the City shall report to the appropriate committee of the City Council any unused or surplus City property which may be sold or disposed of. Such property then may be sold or disposed of as follows:
A. Where the committee in charge of such department shall then determine the reasonable value of such unused or surplus property, and where the value of such property is less than five hundred dollars ($500.00), the head of such department is hereby authorized to sell and dispose of such property in a reasonable manner with the approval of the committee and the Mayor.
B. Where the value of the property is two thousand five hundred dollars ($2,500.00) or less, the sale or disposition shall be approved by a motion of the City Council by a two-thirds (2/3) majority vote.
C. Where the value of such property exceeds the amount of two thousand five hundred dollars ($2,500.00), such property shall be sold or disposed of as otherwise provided by law.
