3-1-4: CLAIMS:
No bills, claims or expenditures of any kind or nature shall be paid and no order drawn on the City Treasurer therefor, unless such bills or claims shall have been regularly passed on and allowed by the City Council, specifying upon what fund the order shall be drawn.
