11-1-4: SOIL FILLS:
   A.   Permit Requirements:
      1.   Permit Required: A separate fill permit is necessary for each location where fill is to be deposited, and no fill may be deposited within the City without a valid permit for the site upon which fill is deposited.
      2.   Application For Permit: Applications for soil fill permits for material to be deposited within the City limits may be applied for in writing at the Watseka City Hall upon such forms as the Building Inspector may require from time to time.
      3.   Term Of Permit: Fill permits shall be valid for a period of one year after issuance.
      4.   Revocation Of Permit: Revocation of permits may occur at anytime the Building Inspector finds a violation of the requirements of the fill or the terms and conditions of the permit.
   B.   Contents And Quality Of Fill: All fill used within the City shall meet or exceed the minimum requirements for fill content and quality as set forth in the Federal Emergency Management Agency specifications and Environmental Protection Agency rules and regulations for fill as set forth in The Flood Plain Manual and other publications.
   C.   Time Limit For Leveling Fill: All fill transported to sites within the City must be leveled within sixty (60) days of the fill being deposited upon the location.

   D.   Penalty: Any person, firm, corporation or other entity who violates the provisions of this section shall, upon conviction thereof, be fined as set forth in section 1-4-1 of this Code. Each day a violation of this section continues shall constitute a separate offense and be punishable as such.
