11-1-2: BUILDING PERMITS:
   A.   Permit Required: It shall be unlawful to construct or alter any building or structure in the City where the cost of such construction or alteration exceeds one thousand dollars ($1,000.00) or where the effect of such alteration is to enlarge the capacity or affect the bearing walls of any building or the roof thereof without first having secured a permit therefor.
   B.   Application For Permit: Application for such permit shall be made to the Building Official and shall be accompanied by plans and specifications in duplicate showing the work to be done. Such plans shall be verified by the signature of either an owner of the premises, a duly authorized agent of an owner or the architect or contractor in charge of operations.
   C.   Examination Of Application; Approval Of Plans: The Building Official shall examine the application, plans and specifications to determine whether the proposed construction will comply with all ordinance provisions relating thereto. Upon approval, one set of the plans shall be returned to the applicant, with a permit, and the other shall be retained by the Building Official. No permit shall be issued, except after approval of the plans and payment of the fee herein provided.
   D.   Permit Fees: Fees for permits for building construction shall be as follows:
 
Commercial and Industrial Construction:
Greater of the fee amount listed on the “City of Watseka Building Permit Fee - Non Residential” schedule maintained in the office of the Building Official corresponding to the value of the work to be undertaken or $50.00.
Residential Construction (new or additions):
Greater of 0.25 per square foot or $50.00
   Residential utility construction (including, but not limited to, garages, decks, patios, utility sheds and carports, and other structures not adding living space to the residence)
Greater of 0.15 per square foot or $50.00
Roofing
$50.00
 
   There shall be a minimum fee for all permits in the amount of fifteen dollars ($15.00), and said fee shall be payable at the Office of the City Collector.
   E.   Expiration And Extension Of Permits: Building permits shall expire on the day of expiration set forth therein. Thirty (30) day extensions of such building permits shall be allowed upon written request and payment of the sum of fifty dollars ($50.00) per month for each such thirty (30) day request.
   F.   Variations: It shall be unlawful to vary materially from the approved plans and specifications deposited with and approved by the Building Official, unless amended plans and specifications showing such proposed alterations or variations are first filed with and approved by the Building Official.
