A. It shall be unlawful for any person not authorized by the City Council or Superintendent of the Water Department to tamper with, alter or injure any part of the City waterworks or supply system or with any meter.

B. No person shall in any manner obstruct the use of any fire hydrant, or place any material in front thereof or within ten feet (10') of either side thereof, or shall injure, damage, or deface a fire hydrant, or shall open, without City authority, a fire hydrant, under a penalty set forth in section 10-1-14B of this chapter, and any and all material forming such an obstruction may be forthwith removed by any member of the Fire Department and at the risk, cost and expense of the owner or claimant thereof.
