10-1-11: WATER FOR BUILDING CONSTRUCTION:
Whenever builders, brick masons, plasterers, contractors or anyone else uses the water of the City in and about their work, the same shall be metered and charged for at the regular rate, unless a special contract for the sale of the water has been made with the City before the water is received by the consumer or person receiving it.
