No water shall be resold or distributed by the recipient thereof from the Municipal water supply to any premises other than that for which application has been made and the meter installed, except in the case of an emergency, and except in the case of trailer parks and apartment buildings. In the case of trailer parks or apartment buildings, they may be serviced by one single master meter where the owner of the park or apartment building pays and is responsible for the entire water bill, in which case, the charge shall be as established in subsection 10-4-3A of this title for all water received by the trailer park or apartment building, and the billing thereon shall be monthly.
