No reconnections or disconnections with the City water supply shall be made until an application to have the water turned on or disconnected shall have been made in writing to the City Collector. When a user removes from any serviced premises, the City shall automatically be entitled to the service charge herein provided, to reimburse the City for disconnecting the service. A service charge or fee of one hundred fifty dollars ($150.00) shall be paid for such reconnections or disconnections.
