10-1-5: PROPER PLUMBING REQUIRED:
No water shall be turned on for service in a premises in which the plumbing does not comply with the ordinances of the City (see title 11, chapter 6 of this Code) and with State law; provided, that water may be turned on for construction work in unfinished buildings, subject to the provisions of this Code.
