A deposit of one hundred fifty dollars ($150.00) shall be required of all water users living or residing in, or operating a business in, any premises and/or owning such premises before service shall be supplied. When service to any outside water users is discontinued permanently, this deposit, less any amount still due the City for services and charges herein provided, shall be refunded without interest. The deposit may be refunded by the City to users having legal title to the premises served, on request of such owners after a two-year period of regular payment and if no charges are outstanding.
