10-1-2: NEW CONNECTIONS TO SYSTEM; FEES AND COSTS:
   A.   Rights Of City: In the case of all new connections with the combined waterworks and sewerage system, the City shall have the right to regulate and control the manner and place of the connections and the location of meters so that the meters shall be easily accessible to the City for reading.

   B.   Permit And Inspection Required: No new connection with a water main shall be made without a permit being issued and forty eight (48) hours' notice having been given to the City Collector and to the Superintendent of the Water Department. All such connections shall be made under the supervision of the Superintendent, and no water connection shall be covered until the work has been inspected by him. Applications for permits to make such connections must be made to the City Collector and the appropriate fee and other costs paid for the connection.
   C.   Tap Fees And Costs:
      1.   The fees for new connections with water mains of the City shall be as follows:

      2.   In addition to the fee set forth above and the other costs and expenses set forth herein, the applicant shall pay the reasonable cost of all materials (which term “materials” specifically includes the cost of a new meter for all new construction) used in the new connection.
   D.   Relocation Of Connection Or Larger Service Line: In the event that the applicant seeks to relocate an existing water connection and/or requires a larger service line to the property, then all of the fees, costs, and expenses set forth in this section shall be paid by the applicant. In the event that the applicant requires a new meter to properly record the water consumption on the property due to the increased size of the water service line or due to the need for such meter arising from new construction, the cost of such meter shall be borne by the applicant.
   E.   Taps For Apartment Complexes, Duplexes And Dwellings:
      1.   A separate tap charge shall apply to each unit and apartment complex or duplex and for all new taps for apartments, dwelling houses and duplexes. Each unit shall be required to have a separate tap and meter.
      2.   For all replacement water taps, the same fee as described above for new taps shall apply.
      3.   No taps of less than one inch (1") shall be permitted.
      4.   No water tap made by the City for the above fees shall exceed sixty feet (60') in length, unless the water users or property owners pay to the City the costs of labor and materials in constructing and extending the water tap beyond the sixty foot (60') limit; and in any event, the City, for the fee, shall not be required to make any such connection on private property.
      5.   In the event that a meter well is necessary for the protection of the water meter, the water user or property owner, in addition to the above fees shall pay the City the cost of the meter well, which fee shall be for the purpose of meeting and covering the costs of materials and installation of said meter wells. A meter well is required of each user for every new water tap to the water system of the City.
