A. Planting: It shall be unlawful to plant any tree or bush in any public street or parkway or other public place without having secured permission therefor. Applications for such permission shall be made to the Public Works Director. All trees and shrubs so planted shall be placed subject to the directions and approval of the Public Works Director.

B. Removal: It shall be unlawful to remove or cut down any tree or shrub in any public place without having secured permission therefor. Applications for such permission shall be made to the Public Works Committee.
