No person in the City shall:
A. Generally:
1. Sell, give away, use or possess for any purpose whatever any narcotic drug, except as is permitted under State law.
2. Establish, contribute to, support, maintain, become an inmate of, or in any way be connected with any building or part thereof, or place of any description whatever, or permit such building or part thereof, or place of any description whatever, owned by or under the control of such person to be used for the manufacture, preparation, sale, storage, smoking, or use of any narcotic drug, except as is permitted under State law.
B. Barbiturates And Other Substances:
1. Sell, give away, use or possess, for any purpose whatever, any barbiturate or other hypnotic or somnifacient drug, except as is permitted under State law.
2. Establish, contribute to, support, maintain, become an inmate of, or in any way be connected with any building or part thereof, or place of any description whatever, or permit such building or part thereof, or place of any description whatever, owned by or under the control of such person to be used for the manufacture, preparation, sale, storage, smoking, or use of any barbiturate or other hypnotic or somnifacient drug, except as is permitted under State law.
