No person in the City shall:
A. Throw or permit to be deposited or scattered upon any sidewalk, alley, street, bridge or public passageway, or upon any private property, any waste or other material of any kind.

B. Throw, cast, lay or place on any sidewalk in the City, any rind or peel of any orange, banana, apple, or other fruit or other refuse.
