7-2-4: OBSTRUCTING PUBLIC WAYS OR PASSAGEWAYS:
No person in the City shall:
   A.   Place or leave any large stone, rock, object or obstruction upon the traveled portion of any street, alley or highway without adequate lights and warning signs to protect the traveling public being put in place and maintained, whereby the traveling public might collide with any of said objects and sustain personal injury or property damage.
   B.   Place or erect upon a public way or passageway to any building an obstruction of any type; provided, that this subsection shall not prevent the duly authorized or required placing of temporary barriers or warning signs for the purpose of safeguarding the public.

   C.   Obstruct or permit the obstruction of any stairway, aisle, corridor, or exit in any office building, factory, hotel, school, church, theater, assembly hall, lodge or other public hall, or any building used by two (2) or more tenants or families in such a manner that it interferes with the free use of such stairway, aisle, corridor or exit.
