Whoever attempts to commit an offense prohibited by any of the ordinances of the City, and does any act towards it, but fails, or is intercepted or prevented in this execution, where no other provision is made by ordinance for such attempt, shall, upon conviction of such attempt, be subject to the same penalty as by ordinance is prescribed for the actual commission of the offense.
