6-8-6: CRIME-FREE HOUSING SEMINAR:
   A.   All landlords and rental managers shall attend a crime-free housing seminar which shall be administered by the Watseka Police Department or its agent. The seminar may be attended before or after an application for a crime-free residential rental license has been submitted or is proposed to be transferred, as the case may be.
   B.   The Crime-Free Housing Coordinator may forego this requirement for landlords and/or rental managers who have attended and successfully completed a similar crime-free housing seminar in another municipality, provided the seminar was completed within two (2) years of the date listed on the crime-free residential rental license application.
   C.   Each landlord and rental manager shall attend a crime-free housing seminar every three (3) years.
   D.   A conditional license may be issued in the event a landlord files a crime-free residential rental license application (or application for a transfer) satisfying all other licensing requirements assuming a crime-free housing seminar is not being immediately offered. A conditional license will be valid for three (3) months, or such other time as may be extended by the Building Official, not to exceed six (6) months, and shall be converted to a crime-free residential rental license upon the successful completion of the crime-free housing seminar by the landlord and the rental manager.
   E.   In the event a rental manager who has successfully completed a crime-free housing seminar discontinues services for the landlord for a dwelling unit, the replacement rental manager shall successfully complete the crime-free housing seminar within three (3) months of the replacement.
   F.   At any time after the date of issuance of a crime-free residential rental license, a landlord or rental manager may be required to re-attend and successfully complete a subsequent crime-free housing seminar as a consequence of failing to comply with the provisions of this chapter.
