A. Office Created; Appointment: There is hereby created the office of Chief of Police, who shall be appointed by the Mayor, with the advice and consent of the City Council.
B. Powers And Duties:
1. The Chief of Police shall be the commanding officer of the Police Department, shall be the keeper of the City Jail, and shall have custody of all persons incarcerated therein.
2. The Chief of Police shall keep such records and make such reports concerning the activities of the Police Department as may be required by statute, ordinance, or at the request of the Mayor or City Council.
3. The Chief of Police shall be responsible for the performance of the Police Department of all its functions, and all persons who are members of the department shall serve subject to the orders of the Chief of Police.
4. The Chief of Police shall, with the consent of the City of Council, prescribe the property uniform and badge for all members of the Police Department, and shall make suitable regulations under which they shall be required to wear an appropriate uniform and badge, by which they shall be known and designated at all times.
