No person, corporation, partnership, association or other entity who owns, operates, or otherwise controls a public place, place of employment, or outdoor venue shall permit or suffer to occur smoking therein or thereon, and shall reasonably assure that smoking is prohibited, unless specifically exempted by section 5-9-6 of this chapter.
