5-2-3: ENVIRONMENTAL IMPACT REPORT PROCEDURES:
   A.   Contents: Any environmental impact report required pursuant to the provisions of this chapter shall include a detailed statement setting forth the following:
      1.   The environmental impact of the proposed action.
      2.   Any adverse environmental effects which cannot be avoided if the proposal is implemented.
      3.   Mitigation measures proposed to minimize the impact.
      4.   Alternatives to the proposed action.
      5.   The relationship between local short-term uses of man’s environment and the maintenance and enhancement of long-term productivity.
      6.   Any irreversible environmental changes which would be involved in the proposed action should it be implemented.
      7.   The growth-inducing impact of the proposed action.
      8.   The boundaries of the area which may be significantly affected by the proposed action.

   B.   Notice Of Report:
      1.   In any case in which an environmental impact report is required, pursuant to the provisions of this chapter, the City shall, within ten (10) days after completion of the environmental assessment, cause to be published, at least one time in a newspaper of general circulation in the City, a notice that such a report is in the process of preparation by the City.

      2.   The notice required under subsection B1 of this section shall consist of the words, “Notice of Preparation of Environmental Impact Report” and shall contain:
         a.   A general description of the proposed action or project.
         b.   The location thereof.
         c.   A brief statement that written comments on such action or project from members of the public will be considered and must be addressed to the Plan Commission and received by it ten (10) days after publication of the notice.

   C.   Public Input: The Plan Commission shall incorporate by reference or narrative summary in an environmental impact report written comments from the public received pursuant to and in accordance with the notice in subsection B2 of this section and shall consider such comments received from the public in the preparation of the environmental impact report, and the Plan Commission and the City Council shall consider such comments in rendering a decision on any action or project for which the report is made.

   D.   Time For Completion Of Report: The environmental impact report shall be completed and filed with the Plan Commission within sixty (60) days after publication as required by subsection B1 of this section.
