5-2-1: ENVIRONMENTAL IMPACT REPORTS REQUIRED:
   A.   Public Projects: The City Council shall cause to be prepared an environmental impact report on any project that it intends to carry out which may have a significant effect on the environment, and it shall cause said report to be filed with the Plan Commission for its consideration and report thereon to the City Council. Such projects include:
      1.   Acquisition of property by the City; and
      2.   Construction to be performed by the City or let to contractors pursuant to the applicable bidding and purchasing statutes and ordinances (see title 3, chapter 2 of this Code).

   B.   Private Projects: With respect to new private projects which may have a significant effect on the environment of the City, the City Plan Commission shall have jurisdiction to investigate said projects, to hold hearings thereon, to make findings of fact thereon and to report its conclusions in writing to the City Council. For the purpose of holding hearings, the commission shall have the power to adopt and publish all reasonable rules and regulations for the conduct of the hearings.
