Concrete foundation walls and slabs, and bricks, shall be broken into pieces no larger than three (3') square feet and left in place for use as fill. All other fill shall consist of compacted aggregate material. The top twelve (12") inches of each demolition site shall be filled with topsoil and graded to provide positive drainage. Only clean demolished brick and concrete material shall be used as fill. All material used as fill shall be accounted for by the permittee in applicable quantities.
