6-1-7: RULES AND REGULATIONS:
   A.   The City Council shall provide by ordinance for the general rules of conduct of the Police Department.
   B.   The Chief of Police may make or prescribe such rules and regulations for the conduct and guidance of the members of the Police Department as he shall deem advisable, and such rules, when approved with the consent of the City Council, shall be binding on such members. The respective rank and grade of the members, as to superiority within the Police Department, may be prescribed by regulation.
   C.   Rules and regulations prescribed by the Chief of Police shall yield in favor of those prescribed by the Board of Fire and Police Commissioners. The rules and regulations of the Board of Fire and Police Commissioners shall yield to those prescribed by the City Council.
