The City and caretaker shall execute a program agreement, which shall grant and establish the terms and conditions of the caretaker’s license to an adopted lot. The term of the program agreement shall not exceed three (3) years, but shall be renewable at the conclusion of the initial term or each renewal term thereafter for the same or lesser period of time, at the discretion of the parties.
