The City Council shall award licenses for lots according to the following priority:
A. First, to the owner-occupier of a lot whose side yard is adjacent to the lot to be adopted; provided, that if there are more than one application, the owner-occupier selected by lottery;
B. Second, the owner-occupier of a lot whose rear yard is adjacent to the lot to be adopted; and,
C. Third, to any other eligible person or group applying as selected by lottery.
