9-9-3: ADMINISTRATION:
The Building Official shall be responsible for the administration and oversight of the program. The Building Official shall be charged with the following duties and responsibilities:
   A.   Drafting and making available to the public a program application;
   B.   Administering the application submission and review process;
   C.   Processing applications and recommending the awarding of licenses for lots to the City Council;
   D.   Ensuring all required paperwork or documentation required by this ordinance and the program agreement is submitted and maintained in complete and proper form;
   E.   Executing program agreements as authorized by the City Council;
   F.   Maintaining a list of lots available through the program, along with the names and information of caretakers of adopted lots, as applicable;
   G.   Approving uses and/or improvements to adopted lots;
   H.   Ensuring that caretakers are complying with the terms of this ordinance and the program agreement; and,
   I.   All other things necessary and desirable for the efficient and fair administration of the program.
