There is hereby established a foreign fire insurance board. The foreign fire insurance board shall consist of not more than seven (7) and not less than thee (3) trustees, as set forth in the bylaws of the foreign fire insurance board, and each shall be a member of the fire department. The fire chief shall be a trustee, who shall hold office by virtue of rank. The other trustees shall be elected at large by the sworn members of the fire department at a meeting to be held in June of an odd numbered year, but the terms of office shall be not less than two (2) years and not more than four (4) years, as set forth in the bylaws of the foreign fire insurance board. Vacancies on the board shall be filled in the same manner as an original election at a meeting to be held no later than sixty (60) days following the vacancy.
