14-3-2: NOTICES AND OTHER DOCUMENTS:
   A   Service: Unless otherwise provided herein, service of any notice or instrument under this title may be made upon any person in one of the following manners:
      1.   By certified mail/return receipt requested, postage prepaid and addressed to the address then on file for such person, if any, or if none, to such person’s last known address; or
      2.   By any method prescribed under the Illinois Code of Civil Procedure (735 ILCS 5/1-101 et seq.)
   B.   Publication: Unless otherwise provided herein, publication of any notice or other instrument under this title shall be made by publishing such notice or other instrument once in a newspaper published within the City (or if no newspaper is published within the City, then a newspaper published in the County and having a general circulation within the City), such publication being not less than fifteen (15) or more than thirty (30) days before the hearing or other event to which the publication relates.
