14-1-4: EXEMPTIONS FROM PROVISIONS:
   A.   This title does not apply to:
      1.   Development which has been substantially completed before the effective date hereof; and
      2.   Development which has been determined to be exempt by the City.
   B.   Nonconforming structures shall not be replaced or enlarged in any manner unless such replacement or enlargement conforms to the requirements of this title.
