(a) No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs or gutters in repair and free from snow, ice or any nuisance.

(b) No owner, occupant or person having the care of any building or lot of land bordering on any street with a graded or paved sidewalk shall fail to cause the snow to be removed from such walk within twenty-four hours after cessation of the accumulation. This provision shall include snow or ice falling from any building.
(c) Whenever such sidewalk or any part thereof becomes encumbered with ice, the owner, occupant or person in control shall cause such sidewalk to be made safe by removing such ice or sprinkling the same with sand or other suitable substance within twenty-four hours following its formation. (d) Whoever violates this section is guilty of a minor misdemeanor.
