The Division of Police is authorized to seize and impound any skateboards, roller blades or roller skate devices that are operated in violation of the provisions of this chapter or in such a way that the safety of the operator or other persons is seriously endangered thereby. Any skateboard, roller blades or roller skate device impounded shall be held by the Police Division until the owner thereof, or if the owner is a minor, the owner and such owner's parent or guardian personally calls at the Municipal Hall and gives assurance that such violation shall not be repeated.
