376.03  USE OF DEDICATED FACILITIES ENCOURAGED; USE ON PUBLIC SIDEWALKS  DISCOURAGED.
   The City of Waterville has gone to significant expense and effort to provide for a facility at Conrad Park which is dedicated to skateboard, roller blade, and/or roller skate activities, as well as a dedicated track or path within Conrad and Baer Park for same. It is the expressed desire of the City of Waterville that the public use of skateboards, roller blades, and/or roller skates be confined to these specific locations, as much as reasonably possible, to promote the health and general welfare of all City residents.
   The City of Waterville discourages the use of any skateboards, roller blades, and/or roller skates on public sidewalks in the City for the reason that same poses a potential risk and harm to those performing such activities in the vicinity of motor vehicles, as well as to pedestrians who are walking on the sidewalks. However, the City defers to the good judgment of parents and guardians in controlling the proper use of such items by their children or charges in such a manner as to protect their own safety as well as the safety of others.
   Nothing contained in this section is intended nor shall be construed to create or form the basis of any liability on the part of the City of Waterville, or its officers, employees or agents, for any injury or damage resulting from any action or inaction on the part of the City related in any manner to the adoption and/or enforcement of this section of the Code.
