376.02  DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   (a)    "Skateboards" means any vehicle or device capable of being operated or ridden by a person and consisting of a board, plank, or platform mounted on wheels or rollers, whether propelled by gravity, muscle power, or mechanical means, which is not equipped with a positive, mechanical means of steering such vehicle or device.
   (b)    "Roller Blades" means a device with three or more in-line wheels and a platform affixed to the operator's shoes or a device with three or more in-line wheels that are permanently affixed to boots or shoes to be worn by the operator and capable of being propelled by gravity or muscle power and which is not equipped with a mechanical means of steering.
   (c)    "Roller Skates" means a device with four wheels and a platform affixed to the operator's shoes or a device with four wheels that are permanently affixed to boots or shoes to be worn by the operator and capable of being propelled by gravity or muscle power and which is not equipped with a mechanical means of steering.
   (d)    "Permittee" means an individual who has met and complied with all the requirements to receive and maintain a "users permit"/identification card from the Waterville Police Department to utilize the Conrad Park facility dedicated to skateboard, roller blade, and/or roller skate users.
   (e)    "Central Business District" means U.S. Route 24 in its entirety, Mechanic Street from U.S. 24 to its easterly terminus at the Maumee River; Farnsworth Road from U.S. 24 to its easterly terminus at River Rd.; South Street from U.S. 24 to its easterly terminus at River Rd.; Third Street from South St. north to Mechanic St.; Second Street from South St. north to Mechanic St.; River Road from South St. north to Mechanic St.
