It is the purpose of this chapter to provide for and promote the health, safety, and welfare of the general public, including those who wish to use skateboards, roller blades, and/or roller skates on public sidewalks, as well as those who drive motor vehicles, and pedestrians who use the sidewalks.
It is the specific intent of this chapter that none of its provisions are intended to impose any duty whatsoever upon the City of Waterville, or any of its officers or employees, for whom the implementation and enforcement of this chapter shall be discretionary and not mandatory.
