(a) All official vehicles of the Municipality shall have the authority when engaging in the business of the Municipality to park on any public street of the Municipality, except where there may be fire hydrants or need for an emergency vehicle ingress or egress.
(b) No vehicle owned by the Municipality shall park or utilize private property except where reasonable and necessary, and all care is to be taken so as to not cause any damages to any properties while acting on official business.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
