(a) It shall be unlawful for any person to permit vehicles to stand or park on the east side of Second Street between Mechanic and Farnsworth in the Municipality except in the event of special permission to be granted by the Chief of Police on written application at least 48 hours in advance of the special event for which permission is sought. The Chief of Police shall not permit parking under special arrangements to exist for any duration of time which would create a prolonged hazard to the use of fire or other emergency equipment on Second Street. Special permission shall not be granted for more than one event or occurrence at a time.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
