151.04  MEETINGS AND ARBOR DAY OBSERVANCE.
   (a)   At the first meeting of each calendar year, the Commission shall organize under a chair and a vice-chair elected from its voting members for the remainder of the year.  The chair shall preside over all meetings of the Commission and act as parliamentarian.  The vice-chair shall assume the duties of the chair in his or her absence.  Meetings shall be called by the chair and at such times as its members may determine.  The chair shall fix the time of all meetings.  There shall be a fixed place of meetings, all meetings shall be open to the public, and a record shall be kept showing the vote of each member on each question.  The presence of four voting members shall be necessary to constitute a quorum.
   (b)   Members are encouraged to participate in the Municipality’s Arbor Day observance activities.
