The Commission may remove any member for persistent failure to abide by the rules of the Commission, or absence without justifiable excuse from three consecutive regular meetings of the Commission, provided, however, that such removal shall be on the concurrence of five or more members. A vacancy occurring during the term of any member of the Commission shall be filled for the unexpired term in the manner authorized for an original appointment.
