(a) The Commission shall consist of voting and ex-officio members. Seven members shall be residents of the Municipality and will have voting privileges. Ex-officio members may also serve on the Commission in an advisory capacity. Ex-officio members shall not be required to be residents of the Municipality nor will their presence establish a quorum.

(b) All members of the Commission shall be appointed by the Mayor, subject to the approval of a majority of the members of Council. In the event that any vacancy shall not be so filled within sixty days, any member of Council may nominate a qualified individual to fill the vacancy, subject to the approval of a majority of the members of Council.

(c) Appointments to the Commission shall be for three year terms, provided that the term of two of the members appointed to the first Commission shall be for one year and two of the members appointed to the first Commission shall be for two years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of said term.
