In the event of the absence of or the inability to act by the Mayor during any civil emergency as defined herein, the Municipal Administrator, working together with the Police Chief, the Fire/EMS Chief, and the Director of Public Works or their designee, shall act as Mayor with respect to any civil emergency as provided for in this Chapter.
