142.04  POWERS OF THE MAYOR.
   After proclamation of a civil emergency, the Mayor may, at his discretion and in consultation with the Municipal Administrator and City staff, in the interest of public safety and general welfare, make and proclaim any/or all of the following orders:
   (a)    An order imposing a general curfew applicable to the Municipality as a whole, or to such geographical area or areas of the Municipality and during such hours, as he deems necessary, which effective hours and affected area or areas may be modified from time to time;
   (b)    An order requiring any or all business establishments to close and remain closed until further order;
   (c)    An order closing to the public any or all public places including streets, alleys, public ways, schools, parks, and public buildings;
   (d)    An order requesting local, county, state, and/or federal assistance in combating such civil emergency;
   (e)    An order providing for the vacation and reception of the population of the Municipality or any part thereof;
   (f)    An order halting access or egress upon public highways to or from the Municipality or any part thereof;
   (g)    An order halting the movement of trains and other vehicles into, within, or from the Municipality; and,
   (h)    Other orders as are imminently necessary for the safety and preservation of life and property.
